THEORY AND PRACTICE OF SLOVENIAN E-GOVERNMENT

Abstract

Development of modern information-communication technology is pressuring states to reform their public administrations in more effective and flexible organizations which are able to provide all necessary services to the citizens in shortest time possible and in most friendly manner. Slovenia is not an exception and it had adopted necessary legal and strategic framework that enables development of administrative systems called e-government and/or e-governance. Slovenian public administration institutions first used internet and its applications for inter-organizational communication. Other elements of Slovenian e-governance will be represented in following articles. New public management theory is following the idea of efficient communication of public administration with citizens. In this part we are introducing some empirical research that shows that there are still discrepancies between theory and praxis in case of using e-mails in Slovenian public administration communication to their citizens. Especially in case of Slovenian local administrations there is great gap between theory and praxis. Situation is much better at the central level of administration and especially in case of so called administrative units, which have most frequent contacts with Slovenian citizens and which are understood as special level of Slovenian public administration. Despite more sophisticated methods of e-governance emerged, we are still interested in basic method used already by Vintar (Vintar et all, 2000) at the end of previous century.
